In a press conference, Johnson is seen telling reporters, "The $17 million investment for these 18 black and brown small businesses... really captures what I call the 'soul of Chicago'."
Reports on the statement from Johnson last Tuesday said that the investment is part of a partnership with community groups to make sure that illegel immigrants flooding the city do not go hungry.
